Empowering Public Service: INTAN and Huawei Malaysia Join Forces for Digital Innovation

A strategic partnership between the National Institute of Public Administration (INTAN) and Huawei Technologies (Malaysia) Sdn Bhd aims to accelerate digital transformation in Malaysia’s public sector. This collaboration comes in response to the increasing demand for more efficient, citizen-centric services and the need for public sector professionals to adapt to an ever-evolving digital landscape.

The partnership will focus on enhancing digital leadership across government agencies by equipping civil servants with the skills necessary to excel in the modern digital environment. The collaboration offers a platform for knowledge exchange, benefiting both Huawei Malaysia and INTAN. Huawei will gain valuable insights through the participation of government officers in initiatives like the Seeds for the Future programme, which aims to foster young talent in the ICT sector. Additionally, government officers will be involved in the selection process for participants in Huawei’s flagship programme, further integrating the public sector into digital innovation.

Key components of the partnership include the Digital Leadership Excellence (DLE) Programme, the Seeds for the Future initiative, and the Huawei ICT Academy. These platforms are designed to foster collaboration between public sector leaders and industry experts, driving the adoption of cutting-edge technologies that will enhance the operational efficiency of government services and improve overall service delivery to citizens.

The collaboration was formalized through a Memorandum of Understanding (MoU) that outlines the shared objectives of the two organizations. INTAN, as Malaysia’s leading training institute for public sector employees, is committed to providing its trainees with the knowledge and tools needed to solve modern challenges and promote national development. By working with Huawei, INTAN reinforces its commitment to embracing digital technologies, supporting the public sector’s transformation, and ensuring that Malaysia’s civil servants are ready for the future.

Huawei’s contribution will include its expertise in digital technologies, talent program management, content development, and strategic advisory services on digital transformation. In return, INTAN will leverage its extensive training resources, policy leadership, and logistical support to ensure the partnership thrives. This synergy aims to create a more digitally capable and innovative public sector.

The collaboration also aims to inspire innovation through initiatives such as the Huawei ICT Competition and Seeds for the Future, encouraging civil servants to engage in cutting-edge projects and solutions. Huawei will provide technological support, mentorship, and evaluation resources, while INTAN will help facilitate participation and guide civil servants in connecting with senior government leaders to amplify the outcomes of the initiative.

This strategic partnership aligns with Malaysia’s broader ambition to become a high-tech economy by 2030. A digitally skilled public sector is essential to achieving this vision, bridging the digital divide, improving government transparency, and fostering sustainable economic growth. The collaboration is expected to bring about significant changes in the way public services are delivered, with an emphasis on innovation, accessibility, and responsiveness to citizens’ needs.

With the MoU now in place, this partnership marks the beginning of a new era in Malaysia’s public sector, empowering civil servants with the tools and knowledge to lead with data-driven insights and deliver services that are more efficient, transparent, and aligned with the needs of the people.
